active citizen where given the right to vote Revolutionary France. in 1804 Napoleon Bonaparte declared himself the emperor of France. he introduced many laws such as the protection of private property and inform system of weight and measure provided by the decimal system, many saw Napoleon as a liberator who would bring freedom for the people. but soon Napoleon Armies come to the viewed everywhere as invading force. he was defeated at Waterloo in 1851.
