They held that the constitution should be followed by a parliamentary government chosen by the people, together with an unbiased judiciary. Such a judge needs to be impartial toward the authorities.
Liberals, however, did not completely embrace democracy, hence they were not totally democratic. He wasn't in favor of everyone having the right to vote. He was likewise opposed to women having the right to vote.
