Who were listed as criminals by henry mayhew and why were they called criminals ? what steps did the authorities take to discipline them?

most of the criminals according to Henry Mayhew were poor people who lived by stealing petty things like bread, coal, clothes,etc.
They were called criminals because they stole things.
To control the crime and to discipline the population, the authorities imposed high penalties on the criminals.
As they were unemployed so the government organised several vocational courses so they could easily get jobs and stop stealing.
