The earlier congress leaders who believed in giving memorandomes to the government were known as moderates . they wanted to establish friendly relations among those who were working in the interest of the country .they wanted to ask the government to make administrative and social reforms and wanted to make a programme to serve the country .the aim of the moderate leaders was to develop public awareness about the unjust nature of British rule
