At the turn of the 20th century, the political system in Russia was backward and all the power was all vested in the hands of a hereditary monarch who was called the “Tsar”. The Tsar had to adhere to the laws of succession and rules of the Russian Orthodox Church.


All the declarations and proclamations were made by the Tsar which was implemented by the ministers, bureaucrats, and the governors.


When the tsarist regime was under attack, the pro-tsarist groups came into existence during the early years of the 1900s.


Black Hundred is a popular conservative pro-tsarist group which included aristocrats, priests, peasants, businessmen, and many diverse groups of people, who were very loyal to the Tsar and its government.
