He possessed legislative, judicial and executive powers and was ably assisted in the matter of administration by a team of ministers (known as mantriparishad) .

The Rajjukas were vested with the responsibilities of conducting survey and assessment of land. They even fixed rent and kept records besides judicial functions. Each district was managed by three officers’ namely Pradeshika, Rajuka, & Yukta.

Pradesika was senior followed by Rajuka and Yukta.

The rajjukas were officers responsible for land measurement and fixing their boundaries. They were also given power to punish the guilty and set free the innocents.

They had full power and freedom in controlling the rural administration and also can give capital punishment.

They worked as judicial administrators as well as revenue administrators. They were also given more and more judicial powers in the settlement of disputes that arises during the reign of King Asoka.
