Soviets were political organizations mainly associated with the Russian Revolution.
Russia in the late century was a massive empire, stretching from Poland to Pacific. Ruling such a massive state was difficult and these problems in Russia produced a revolution in 1917 which swept the old system away. This was the Soviet Revolution.
