Who will lead the joint session of lok sabha when speaker and deputy speaker are absent?

Whenever there is a Joint Sitting,The Speaker of the Lok Sabha presides and in his absence the Deputy Speaker of Lok Sabha takes charge. In turn, even Deputy Speaker is absent, then Deputy Chairman of Rajya Sabha presides over the sitting.

In a situation where all of them are absent, any other person determined by the members can preside over the Joint Sitting.

Joint Sitting of the Two Houses is called by the President when there is a deadlock to pass the bill by voting.

Whenever there is a Joint Sitting,The Speaker of the Lok Sabha presides and in his absence the Deputy Speaker of Lok Sabha takes charge. In turn, even Deputy Speaker is absent, then Deputy Chairman of Rajya Sabha presides over the sitting.

In a situation where all of them are absent, any other person determined by the members can preside over the Joint Sitting.

In no case, Chairman of the Rajya Sabha, who is also the Vice-President of India will preside the Joint Sitting. This is because he is not a member of any house of the Parliament.

The Joint Siting has been called only thrice :

Dowry Prohibition Bill, 1960.

Banking Service Commiaion(Repeal) bill, 1977.

Prevention of Terrorism Bill, 2002.

Also, not that no joint sitting is called in case a bill is :

Money Bill - Only Lok Sabha has powers regarding Money Bill. Rajya Sabha is only asked for recommendation which may or may not he considered.

Constitutional Ammendment Bills - Both the houses have to pass a Constituional Ammendment Bill separately with 2/3rds member supporting the Bill.
