Since the CM is not able to rule, the ‘Council of ministers' is dissolved & the governance passes to the governor of the state. the governor then appoints a caretaker CM. thus the role of chief secretory or secretariat remains as before without undergoing any change.
According to parliamentary convections, the governor has to appoint the leader of ruling party as CM, but in case of no clear majority may allow another person on his discretion to act as CM. In both the cases the nominated person has to prove their majority within one month.
But Note: Its just a parliamentary convection, the governor may appoint anybodywith a condition that the person has to prove his majority in the assembly within one month.
