I think I might help you on this, I don't say I was in similar position one day so that I can understand your situation, fact is, I studied since class 1 in English medium schools. Leave aside medium of my schools, then there would be fairly not much difference between you and me (a year back, even now I am not better than an average).
Confidence to speak incorrect English:
Few things that you need to know among them most important is confidence for speaking grammatically incorrect English. The day you become serious about improving your English, you have to speak to someone no matter to what extent they/ he bullies you.
Ignore people who consider themselves superior in reference to your English (as for me this was the most difficult part)
I am not sure about many other things but Indians are hypocrites as far English speaking is concerned. I have faced and often face this hypocrisy, and now I am even in position to understand that how bad even such people SUCK at speaking grammatically correct. They are aborigine of the country where this language was once unknown. If they are good at it, they are just ahead of you in time. Nothing more nothing less. Just to add to your confidence, I have worked with Indian and people from UK and USA. As far I have seen British and Americans, they don't care how incorrect English you speak (most of us do) as far you are able to communicate (in India it simply doesn't work that way).
I was very low on confidence while speaking English, I am still improving my English but I don't care and speak fluently even if I am grammatically incorrect. I surprise even myself speaking incorrect English and realizing just after I have uttered it(then I think, how cute I am :P)
Assess your Improvement:
Improve each day and to assess yourself, better write an article each week and once in a month analyze your improvement by reading all articles again and check where you could have done better.
Read and Watch
Just by conversation with people around you, at most you can speak at your best as good as they do but if you really want to be above average, read books. Rather begin by reading Quora answers(which you have already started, I guess) and then gradually move to books(Reading books cannot be substituted by any other source).
Also, watch English TV series and movies, initially with subtitles and then without them. This will help you on pronunciation and a bit on accent.
