it depends both on the political system and the political situation of the country.
in parliamentary democracies like Canada,india,the u.k and Australia the prime minister is usually the leader of the cabinet and draws their power from their party or a coalition in parliament backing them. In these systems A president is usually the head of the state. but has far more limited powers that the prime minister.
essentially all matters of importance go through the PM rather than the president.....
