An MLA should address the speaker of LOK SABHA or RAJYA SABHA before raising a question or an issue.

It is because of the fact that until and unless the speaker gives the MLA the permission he is not supposed to raise any question.

So he acknowledges the speaker before raising any question or issue in any of legislative assembly.
