The rule of People or People's rule is called democratic rule.

In Democracy it is people who elect their representatives and these representatives rule according to the wishes and aspirations of the people. If the representatives went against the aspirations of the people, the people possess the power to overthrow them.

Abraham Lincoln said " Democracy is of the people, by the people and for the people".

Democratic rule is sometimes referred as rule of majority as it is the majority which forms the government but protects and promotes the interests of minority as well.
