Explanation:

The currency notes were printed and distributed under the guidance of Reserve Bank of India.

The decision of printing the denomination of currency notes is in combined guidance of Ministry of Finance and Reserve Bank of India. So, for 1 rupee currency notes, the finance minister signs on them as it is very rare.

The remaining denomination currency notes were signed by the governor of Reserve Bank of India. Thus, the 1 rupee notes have signature of Finance Minister and 2 rupee notes have signature of Governor of RBI.
