ONE OF THE MOST CONTROVERSIAL ISSUES REGARDING THESE DUTIES HAS BEEN THE RECOMMENDATION TO MAKE THEM LEGAL THIS SWAREN SINGH COMMITTEE WAS IN FAVOUR OF IT BUT IT WAS DROPPED AFTER THE BILL CAME UP FOR DISCUSSION IN THE PARLIAMENT IN LOK SABHA ALSO SARDAR SWAN SINGH JAMIL RAHMAN AND SOME OTHERS SPOKE STRONGLY IN FAVOUR OF MAKING THE VIOLATION THESE DUTIES LEGAL PUNISHABLE ON THE GROUND IN THE ABSENCE OF LEGAL FORCE BEHIND THEM THEY WOULD REMAINED THERE MERE PLATITUDES.....
