Pensive mood means that you are in a thoughtful and reflective mood.

There are times when you donot want to do anything but think about some matters. You sit down in a quiet corner and think over matters of concern . This state of mind is called a pensive mood.

Any emotional state in which you are not talking to someone but deliberating/thinking/evaluating/meditating or reflecting will be called a pensive state or mood.

So when the poet talks about his pensive mood , he says that whenever he's sitting idly and not with anyone , when he is on his own and just reflecting , that beautiful scene of the dancing daffodils flashes in his mind and he recalls the wonderous and joyous feelings he experienced when he actually saw them.
