consequently when you rub a balloon on wool this causes the electrons to move from the wool to the balloon surface the round part of the balloon now has a negative charge when the balloon has been blocked enough times to gain is sufficient negative charge it will be attracted to the wall

The ions present in the balloon when it is rubbed to a woollen cloth become charged. When the balloon is brought closer to the wall, this develops a difference in the charges of balloon and the wall, leading to the formation of electrostatic forces between them....... this making the balloon stick to the wall
