The tendency of undisturbed objects to stay at rest or to keep moving with the same velocity is called inertia. This is why, the first law of motion is also known are the law of inertia. Here, the state of an object is changed only when an external force acts on it. This it provides a qualitative definition of force.

Newton's First law states that if the body is in a state of rest,it will remain in the state of rest and if in the state of motion will remain in the state of motion in the same speed and in the same direction unless an external Force is applied on it to move.

Force is that changes(or tends to change ) the physical state of the body i.e. the state of rest and motion or changes the dimensions (I.e the size and shape) of the body.
