But as you are talking about SN1 mechanism, you must remember that it is a ‘two step' reaction and the rate determining step and the very first step is formation of carbocation.
So it is important that a stable intermediate is formed and then the reaction proceeds further.
If the intermediate is not stable the first step will not take place and reaction will not go further.
The reason why 1° and 2° carbication follows SN2 because it is a single step reaction and it can't form stable carbo cationic intermediate.
