why 4(x)power 1/2 is not a polynomial??

it is because according to its definition the power must be integer
1/2 = 0.5
it is not integer
integer have to positive

according to ur question 4x^1/2 is not a polynomial because

  4x^1/2 = 4x^0.5

  0.5 is not an integer
