Why 82 degree 5minute has been selected as the Indian Standard time ?

It is because it passes through the middle of the country and thus has helped to avoid a lot of confusion which would have been there by following different local times or in absence of a uniform time.

The 82 degree 5minute has been selected as the Indian Standard time since we all know that it pass from middle of India in accordance with local time. to avoid the confusion created by time differences and by this a lot of confusion which would be there by following different local times is been solved . Basically it pass from mizapur in UP.
