Why a can container of liquid be half filled but a container of gas is always completely filled?

liquids have a definite volume whereas gases have variable volumes.. the volume of liquids do not change by itself. whereas the volume of gases can be variable. the gas occupies the space of its container as it's volumes gets changed. hence the gas can fill it's container completely whereas a liquid can't.
