Why a circuit "carrying" capacitor be handled cautiously even when no current is there?

Ans. A capacitor does not discharge itself. In case, the capacitor is connected in a circuit containing a source of high voltage, the
capacitor charges itself to a very high potential. If some person handles such a capacitor without discharging it first, he may get a severe shock.
