Why a conductor having higher concentration of electrons have lower potential and a conductor having lower concentration of electrons is said to be higher potential?

because the direction of
flow of electrons is from the conductor having higher concentration to the one having lower concentration. but the current flows flows from higher potential to the. lower potential. and the direction of current is opposite to the direction of the flow of electrons.
I think this is the reason.
