Copper wires are usually covered with rubber or plastics to prevent shocks and ensure safety. Because plastics and rubbers are insulators of electricity i.e. they cannot conduct electricity.

copper electrical wire is enclosed within a plastic or rubber covering for the protection of people because current doesn't spread in plastic or rubber since it is bad conductor of electricity.
