A desert cooler increases the humidity of the surrounding air. The water particles in the air take the heat from the surrounding objects and evaporates. On hot and dry days, the moisture is very low in the atmosphere which increases the rate of evaporation. Because of faster evaporation, a cooler works well. That's why a desert cooler cools better on a hot dry day.
