A heat engine can be made 100% efficient when there is only input and no exhaust. In such case, because the heat engine is frictionless every bit of input is converted into energy making the heat engine efficient to the tune of 100%. This can be done only when we give the inputs on a kelvin scale or otherwise it is not at all possible for any heat engine to transform 100% input into 100% output, though it is a frictionless one
