Before me, many people have answered and they’re trying to justify the different min. age proposed by the govt. for both genders even when there is no rational justification for that.
Because of stupidity of Govt. of India and nothing else, that we have such weird laws. A man can vote at 18, that means by law he becomes an adult citizen. So logic dictates that he can also marry at that age. But he can NOT.
As are the people of India, so are the lawmakers. Prohibition of Child Marriage Act, 2006 states that a boy can’t marry before 21 and a girl before 18 — yeah so much so for gender equality.
In Feb 2008, the 18th Law Commission of India under the chairmanship of Dr. Justice AR. Lakshmanan presented its detailed report(check Pg. 45) on that and gave recommendations to Govt. of India and the Commission said in its report —
The age of marriage for both boys and girls should be 18 years as there is no scientific reason why this should be different.[1]
But, at that time, Govt. of India had no time to implement those important recommendations. Nor the present govt. have time to make such biased laws neutral by introducing amendment bills in the Parliament.
FYI, developed and progressive countries like US, UK, France etc. have same min. age for both genders. Even Pakistan has same min. age for both genders.[2]
P.S. Another fun fact, in India if you’re a single female, then you can adopt a child of any gender but if you’re a single male, then you’re not eligible to adopt a girl child.

It looks like Govt. of India needs schooling about gender equality.

IT IS BECOZ AT THIS AGE WE DEVELOP TO ADULT AGE FROM TEENAGE
AND WE ARE CAPABLE OF DOING WORK AND FEED OUR FAMILY SO WE CAN MARRY AT THIS AGE BUT NOW A DAYS PEOPLE DON 'T MARRY AT THIS AGE EXCEPT SOME THEY MARRY AT 31 OR 28 OR MORE
