Why a multi-purpose project consider to be important for us?

if we built one dam for water conservation and one for hydro power project then we have to spend more, cost of maintenance is also more, then who are project affected they need shelter, other means of employment(their earning land is now under water), compensation has to be paid by govt( more stress on tax payers) the rehabilitation cost more...
rather than having separate project for seperate purpose it is economically viable to make one project for multiple purpose..
