The passenger fall forward when jump from a moving bus due to inertia.
When we are in a moving bus then our whole body is also in motion but when we jump on the ground then suddenly our lower part of body comes at rest while upper part remains in motion and there fore we fall forwards.
This is why its asked to keep running along with bus afyer jumping from it and then slow down our speed slowly.

Initially, both the person & the moving bus in a state of motion.
When the passenger jumps out of a moving bus, the lower part of the person's body comes to rest on touching the ground.
The upper part of his body tends to remain in a state of motion due to its inertia of motion.
As a result, the person jumping out of the moving bus may fall forward.
