The reason is quite simple. Let’s assume that you are moving towards the right and rain is falling vertically down. Applying the concept of relative motion it will be correspondent to a situation where you are standing static and rain is falling while moving towards the left. Therefore, the rain will have velocities alongside both the x axis (towards left) and y axis (downwards).

The subsequent velocity is given by the vector addition of the x and y components which will be tending at an angle to the horizontal so you need to hold the umbrella tilted.
