When we desolve a substance into a liquid then it breaks down to a particle level. Like a micro organism. These particles then slip throght the checks of the filter paper or anything else.

Solute cannot be separated from a solution by filtration because solute particles gets dissolved into the inter molecular space present in water. So, when the solution is poured through the filter paper, the solute also passes through it.
