A wound spring has potential energy. The spring does not possesses kinetic energy until it is released and it starts to move as, in a Wound Watch, the velocity of the hands of watch is 0, So Kinetic Energy is 0. Hence energy in the form of potential energy is stored in the spring and when it is unwind it transfers its energy to the moving parts in the form of kinetic energy.
