To Locke, civil government was/is the
result of the people entering into a
"social contract." Locke believes that all
people have the right to life, liberty, and
property but that without government,
they are unable to protect those rights
unless they are strong enough to do so.

Answer:
Enlightenment philosophers John Locke, Charles Montesquieu, and Jean-Jacques Rousseau all developed theories of government in which some or even all the people would govern. These thinkers had a profound effect on the American and French revolutions and the democratic governments that they produced.
