why acid cannot act in dry state​

Answer:

Dry acid gas does not contain anyhydrogen ions in it, so it does not show acidic behaviour. In fact, dry HCl gasdoes not change the colour of dry litmus paper as it has no hydrogenions [H+(aq) ions] in it
