Why active metals do not liberate H2 gas when treated with dil.HNO3 ?

This because dil. Hno3 is a strong oxidising agent ,a nascent oxygen is formed on its decomposition which is more reactive than oxygen molecule therefore oxidises the h2 has liberated to h2o

However dil.hno3 reactive with manganese and magnesium at very low temperature to give h2 gas
