Why administration became worried about law and order during 19th century London ?

As London was becoming very famous for industrialisation and more and more people are attracting towards London.this increases the population of London and also the number of crime was also increasing.it become Avery difficult for and ministration to control such a large population.it is very difficult to maintain discipline among people and such a large army.thats why administration became worried about law and order.
