The climate is extremely cold with long winters and scanty rainfall. Vast stretches of land in the region are covered with snow for most time of the year. Hence, this region is not fit for agriculture.

I think you mean Tundra soo
In tundra region, the suns Ray's are slanted therefore very little and highly scattered heat is what hits the Tundra region, and as such there is a lot of snow. add to that the Frozen Subsoil which does not support agriculture is the reason why
