air and water are a bad conductor of heat because they are loosely packed and the air and water transfer the heat by vibrating to one molecule to the another so only the air and water are bad conductor of heat.

water and air expand and contract more than metals. expanding when heated separates the molecules when molecules separate they are not touching and cannot conduct heat. same reason that ceramic is a good insulator and not a good conductor. it's porous. tiny holes everywhere to create seperations to prevent the conduction of heat.
