Air is considered as a mixture for following reasons
1. components are not present in fixed proportion.
2. boiling and melting point of this mixture is not fixed.
3. they can be separated into constituencies by physical process like evaporation sublimation destination etc.

reasons for why water is considered as a compound:-
1. water cannot be separated into its constituents by physical process (only chemical process).
2. the composition of a compound is fixed so water is present in fixed composition i.e. 1:8.
3. Water has a fixed melting, point boiling point.

air is not a mixture because of scientists freezing it and finding different liquids,it is a mixture because the compounds that make up air(o2) carbondioxide(co2) and the most important nitrogen which is an element and makes up 78.09% of air are not chemically bound in the way the compounds are because they can be seperated easily and there has been no change in the state of elements or compounds in air.
