Hey there!
Boyle's law says that the volume of the gas change proportionally at the constant temperature. If air pressure increases at the constant temperature then volume is decreased and density of air is increased. And when we talk about sea level, there is both the things density of air and air pressure is maximum. That's why air is more dense at sea level.
