Why all resources are not evenly distributed ??

The availability of resource are based on :
1.the level of technological knowledge of the people in that region 
2.economic development of that region.
3.cost involved in exploiting and developing these resources.
4.availability of good transport network.
5.social and political support in developing these resources.
