why all the elements have the same volume as 22.4 dm3 ,while all the elements have different atomic masses? So why the value of volume doesn't increase with increase in the number of shells or energy levels?

This statement is valid only for ideal gases that 1 mol of them occupy the same volume as 22.4 L at 1 ATM pressure and 273 K temperature....
This is because of the nature of ideal gases and the conditions of temperature and pressure.....
Size of the ideal gases is considered to be negligible in comparison to the size of the container...And the molecules have no forces of attraction or repulsion between themselves....
Yes, the mass of the gases is different but their volume is constant at STP. Because the volume of gas is not the volume of the molecules of gas but the volume of the container...

This implies that 1 mole of any gas at Standard temperature and Pressure will occupy 22.4 L
it does not depend upon atomic mass or any physical factor it only depends upon moles .
