because it is the layer which is the toppest so the weather phenomena occurs their and in the other layer there is no gas so weather phenomena don't occurs there

The weather activities occur primarily in the troposphere because troposphere contains water vapour,dust particles,and other elements.The presence of these elements is responsible for the formation of clouds,rain,thunder, temperature difference, pressure difference,etc.That is why, troposphere is called the weather making layer.
