First of all you should know that mixture is mixing of 2 or more components that donot react with each other.
So the reasons why they are considered as alloy are the following:
1) alloy an homogenous combination of 2 or more metals
2) the constituent metals donot react with each other
3)as they donot react with each other the retain their original property and thus fulfil the aim for which metals are mixed...
