Glass is called supercooled liquid because glass is an amorphous solid. Amorphous solids have the tendency to flow but, slowly. I doest not form a crystalline solid structure as particles in solids do not move but here it moves. Hence it is called a supercooled liquid.

The amorphous solids are called as super cooled liquid because it allows molecules in the material to continue to move but in very very less large time and as it does not form a crystalline structure , or we can say they have a tendency to flow like liquids that's why they are called as pseudo solids or supercooled liquids.
