Amphibians are closed to water bodies  Because they can live both in water as well as on the land.
Amphibian breath through skin in water and lungs when they live on land.

Fishes evolved to form amphibians.
And from amphibians animals evolved.
So the intermediate one is amphibian species.
So they are bound to live in water and land.
They breed in water but sometimes live in land.
