an atom is neutral until anything is rubbed to it , it is so because the number of positive charged particles called proton and number of negative charged particles called electron are equal in number, the charge on electron and protons are equal and opposite
16×10^-19 + (-16×10^-19)
16×10^-19 - 16×10^-19
=0
16×10^-19 + (-16×10^-19)
16×10^-19 - 16×10^-19
