Water enters into the roots of xylem because xylem is a part of the vascular bundle in plants which is responsible for the conduction of water to the different parts of the plant.

At the roots, the xylem cells actively take up ions which creates a pressure difference and causes water from the soil to enter the xylem to eliminate this difference. If the plant is not very short, root pressure is not enough to meet the water needs of plants. In that case, transpirational pull will have to be used.
