The continuous flow of water in root xylem is due to transpiration pull. The water which is lost through the stomata is replaced by xylem vessel. The ion-concentration increases inside the root and hence osmotic pressure increases the movement of water from soil into root which occurs continuously.

Answer:
Water from root hair continuously moves into the root xylem. To maintain the osmotic gradient, the cells of root hair actively take up ions from the soil.
